KINGSTON, Jamaica (U.S. Embassy) — On May 15, 2025, Bureau of International Narcotics and Law Enforcement (INL) in partnership with the Pan American Development Foundation (PADF), launched the $2 million, two-year Comm-unity Resilience and Transformation (CREATE) project in Kingston, Jamaica.
Working collaboratively with the Jamaica Constabulary Force and other key partners this initiative will counter gang recruitment and reduce crime and violence by strengthening community security in five high-risk communities across Jamaica using crime prevention through environmental design (CPTED) principles.
The U.S. Embassy’s Chargé d’Affaires Amy Tachco delivered remarks noting that CREATE builds on previous collaborative efforts between the United States and Jamaica. During his March 2025 visit to Jamaica, Secretary Rubio announced the program as one of several initiatives supported by the United States to counter transnational organized crime and help Jamaica build its own capacity to confront security challenges. The project will train 200 Jamaica Constabulary Force (JCF) officers and stakeholders in CPTED methodologies, renovate 10 community spaces, and engage 500 high-risk youth in crime and violence prevention programs.
